Mexico, Feb. 22 (Notimex) .- In the framework of the public consultation on the Huexca thermoelectric plant in Morelos, the Government of Mexico signed an agreement with the United Nations (UN) for technical and scientific analysis regarding potential effects on the quantity and quality of water due to the operation of the thermoelectric plant.

At a press conference, it was said that although it considers that the Integral Morelos Project (PIM, for its acronym in Spanish) is in the general interest, it will be complied with the citizens’ decision in the referendum that will be held on February 23 and 24 on the thermoelectric plant, because “they are the ones who decide in this democratic process, where absolutely nothing will be imposed “and because as never before in the country’s history, there is a high level of consciousness of the people.

In the National Palace, the President signed the agreement whereby the United Nations Educational, Scientific and Cultural Organization (Unesco) will provide technical and scientific support and issue recommendations on the process of the Huexca thermoelectric plant.

In such a way that in case of approving this project, there will be  the opinions on the quality of the water and the non-contamination, on the part of an international and independent organism, “so that there is no doubt that we could not, in any way, carry out an economic activity however important it may be, affecting the environment, contaminating the water, damaging the territory”.

It was recalled that a gas pipeline was built from Tlaxcala to Morelos, passing through Puebla, where, despite the affectations and protests, the work was completed; At the same time, without consulting the population, the thermoelectric plant in Yecapixtla was built and the connection of the gas pipeline with the plant is pending in a space of 100 or 150 meters, but there is opposition.

López Obrador explained that the plant, owned by the Federal Electricity Commission (CFE, for its acronym in Spanish), means an investment of around 25 billion pesos, which would be lost if it does not work, while its operation would have the capacity to generate electricity and satisfy the demand in the entirety of Morelos.

Another benefit of this project, he pointed out, is that in the municipalities of Morelos, Tlaxcala and Puebla, the payment of the electric power rate will be reduced, as compensation and reparation for the damages caused by the imposition in the construction of this work.

Also, the President of Mexico stated that work is being done on the development of the entire region to support the farmers, who with the treatment of sewage and wastewater, will have more liquid available and the canals will be lined up so that there are no leaks.

For its part, the Deputy minister of Citizen Participation of the Ministry of the Giovernment, Diana Álvarez Maury, announced that for this exercise of citizen participation, 147 modules will be installed in the municipalities of Morelos, 15 in Puebla and nine in Tlaxcala, where the pipeline passes or that are part of the project.

She noted that since last Friday, assemblies were held that began in 11 municipalities of Morelos, with an average attendance of 300 people, in addition to the participation of experts from the CFE, the Conagua, the National Center for Disaster Prevention (Cenapred, for its acronym in Spanish) and some local and federal authorities, while in Puebla and Tlaxcala information sessions took place.

The federal official added that the page “participacionsocial.gob.mx” was created, where the information of the assemblies is located, as well as the location of the modules where citizens can exercise their vote.

Meanwhile, the general director of the National Water Commission (Conagua, for its acronym in Spanish), Blanca Jiménez, reported that the group of experts that has analyzed the quality and quantity of water in this project considers that it can be used as a good example internationally.

She added that a second mission of experts will come to finish reviewing the project and values ??will be taken, since the plant is still not working and it is not possible to have samples of water quality.

“The area is deficient and what was recommended by Conagua is to reuse the Cuautla water for cooling. They reviewed the entire process and consider it to be adequate, and will allow us to give certainty as to the quantity and quality of the water, “she explained.
